The first meeting of the Working Group for drafting a preliminary draft Facilitation Program for the civil air traffic in Bosnia and Herzegovina was held at the premises of the Bosnia and Herzegovina Directorate of Civil Aviation (BHDCA) in Banja Luka, on the basis of the obligation stemming from Article 106 of the BIH Aviation Law and from Annex 9 of the Convention on International Civil Aviation.
At this meeting, at which a BHDCA representative was elected chairman of the Working Group, it was pointed out that Bosnia and Herzegovina's membership in international aviation organizations and institutions obliges all institutions in BIH which are more or less involved in air transport, to transpose, observe and apply global and European standards and regulations relating to civil air traffic.
The BHDCA prepared for all members of the Working Group a Preliminary Draft Facilitation Program, ECAC document 30, ICAO Annex 9, as well as amendment 28 to ICAO Annex 9, and proposed that members of the Working Group study the prepared materials and prepare and revise the segments of the Program that are related to the responsibilities of their institutions by the next meeting.
Specifically, this document covers various domains in the field of civil aviation, such as inspection of travel documents, entry and exit of foreigners from BIH, implementation of customs procedures, transport of dangerous goods, prevention of infectious diseases, etc., which is why this matter requires active participation in the preparation of this complex document by all members of the Working Group and the institutions from which they come.
In addition to the BHDCA representative, the Working Group for drafting a preliminary draft Facilitation Program for the civil air traffic in Bosnia and Herzegovina comprises representatives of ministries and institutions at the level of BIH, Entities' ministries of health, as well as aerodrome and air operators from BIH.
